WELLESBOURNE & WALTON PARISH COUNCIL
Minutes for a meeting of the Council Community Facilities Committee on Tuesday 10th August 2021 at 7.15pm at the Methodist Hall, Bridge Street, Wellesbourne.

3. Election of a Vice Chairman
Cllr Mrs Prior nominated Cllr Dipple who was accepting of the role. No other Nominations were made. Prop: Cllr AP, 2nd Cllr DK carried (Cllr TD abstained from the vote)

7. Open Session for members of the public to raise any matters of relevance to the Parish – none

10.1Report – Simon Isted – noted
11. Committee Budget
11.1 2021/2022 update – Cllr AP confirmed the expenditure was within budget for the committee. It was noted several
commissioned jobs had been delayed by the pandemic restrictions, this included the fence and grounds work at the entrance of the
Bowls Club and the tree survey on the Mountford sports field.
12. Dog Close
12.1 Lease for Dog Close land update – The lease had been signed but it was noted the map did not accord with the Land
Registry document therefore it was back with the Walton Estate solicitors for amendment. The Certificate for Lawful
Development was now posted to the SDC website.
12.2 Working party for Dog Close project had not met due to time for planning application to be completed and work to be done
by members of the group.
13. Village car park
13.1 Car park update on completed project – the newly surfaced car park now had 39 parking bays including 2 blue badge spaces
and a motorcycle parking area. It was agreed that the quote for electric charge points should be revisited and a consultation
regarding likely use. Neighbours backing onto the site had complemented the contractor on how quiet, tidy and considerate they
were during the demolition and resurfacing works.
Action: Request new quotes for electric charging points By Clerk

14. Newbold Road land
14.1 Planning application update – no further progress has been made with this project, there has been no communication with the
architect dealing with the planning application and attempts to contact him have failed.
Action: Write to Wellan formally, if no response – visit their offices By Clerk
14.2 Land use at the rear of school
14.2.1 Communication from resident, land rear of school – A request for the land behind the school be opened up for public
leisure space including dog walking. Cllrs considered the request and whilst they were not against the idea in principle, there was
concern about the problems with dog faeces being left by some thoughtless dog owners, especially as land behind the school had
been set aside as a potential sports field. Experience of a shared use sports/leisure area on the Dovehouse estate led to the fencing
in and locking of the sports field due to the teams having to clear the pitch of dog foul before the children could play football.
This was met by repeated removal or supergluing of the locks as well as cutting of the fence with wire clippers, and some
unpleasant exchanges between annoyed dog walkers and the Council’s contractors and staff who had the job of repairing the
damage or replacing the damaged locks. The Council also noted that there was no budget for fencing off of the sports field and
although members of the public were opening the gate by removing it from its hanging bars or climbing over the gate in order to
enter the land to walk/walk dogs, there was no public footpath across this field and therefore they should not be on the land.
15. Green open spaces
15.1 Meeting with Persimmon to consider commuted sum for transfer of the open spaces and play areas at land East & West of
Ettington Road and Mountford Place – response from Persimmon was still awaited.
15.2 Communication from resident – a family had requested a memorial bench to be placed on Dog Close land. Their only
requirement being that the bench be placed in a southerly position in order to enjoy the sunshine. Cllrs were agreeable to this
request and the positioning.

16.1 Handyman report – noted
17. Cllr, Clerk and members exchange of information
Cllr Blake – noted there was wood in the river at the White Bridge and asked if it was the old kissing gate and said there had been
requests on Facebook for another skate park in the parish.
Cllr Dipple – asked if there had been a job number allocated to the pothole in the layby at Walton
