Minutes for a virtual meeting of the Finance Committee of the Council on Tuesday 26th January 2021 at 7.00pm via ZOOM online meeting facility

2. Confirmation of the order of the agenda – swap items 10.1 & 10.2 around – agreed
3. Apologies for Absence – none
4. Identification of any items that might be resolved for confidential session – Item 10 as pertaining to grant funding for a business

5. Declarations of interest
Cllr Mrs Prior declared a non pecuniary interest in matters pertaining to WSCC as a Trustee
Cllr Jackson declared a non pecuniary interest in matters pertaining to WSCC as a Trustee
6. Confirmation of the minutes of 15th December 2020 – incorrect spelling of Lengthsman corrected.

9. Financial matters
9.1 Monthly Accounts 20/21 update Responsible Finance Officer – no concerns were raised relating to the Council budgets
9.2 Arrangements for Internal Audit 2020/21 – Mr Robinson would be attending the office to carry out the audit whilst in contact with the RFO working through the necessary areas of finance via Microsoft Office Teams on 19th February, completing the audit in March.

Under Section 100A of the Local Government Act 1972, In view of the confidential nature of the business about to be transacted, it is advisable in the public interest, as if members of the public were present during the consideration of such business, there would be a disclosure to them of exempt information under paras 1 and 11 and Part 1 Schedule 12A of the said Act, that the public will be excluded.
10. Consideration of needs of WSCC – 20/21
10.2 To note WSCC’s use of the furlough scheme – noted
10.1 Consideration of WSCC finances and forecast – Councillors discussed the current situation and reaffirmed that as the business premises was owned by WWPC with a Public Works Loans Board financial commitment, it was in the public interest to support the business during the lockdown imposed by the government.
10.3 Assessment of how much reserves the Council should keep as a bare minimum – The insurance advises 50% of the precept but do not insist this. Due consideration was given to the Council’s financial situation and to audit requirements.
10.4 Assessment of how much could be afforded in assistance to WSCC. The RFO confirmed that the Council’s general reserves in the current year were adequate to allow financial assistance to be given.
The Council returned to open session
Recommendation to Full Council to give WSCC £25,088.00 to support the business in the current financial year.
