Minutes of a virtual meeting of the Community Facilities Committee on Tuesday 19th January 2021 at 7.30pm via ZOOM online meeting facility

The meeting was interrupted at 7:38pm by three members of the public who chanted racial abuse and were removed from the meeting by the chairman. They were not re-entered into the meeting when they returned to the waiting room. This was reported to Zoom.
1. Welcome – The Chairman welcomed cllrs and apologised for the confusion over the meeting start time.

10. Committee Budget
10.1 2019/2020 – update Cllr AP – spending for 2020/21 was within budget and money had been vired in for play equipment which had been ordered. Still a bill to come for ongoing work on tree survey and this would be placed into designated reserves if the bill wasn’t received before the end of the financial year.
Mr Isted joined the meeting.
9. Sports Association
9.1 Report – Simon Isted – noted. Cricket Club building was on schedule to be completed by the end of March despite challenges from wet ground and due to age and structure of the building. Decoration would possibly be done as a community project. The start of the new season may be delayed by the pandemic. WSCC was still receiving post for the Cricket Club so Mr Isted would enquire where this should be re-directed.
11. Dog Close
11.1 Lease for Dog Close land update– Cllr AP – Topographical study of the SUDS was to be carried out on 21/1/21. Details of lease were still awaited.
12. Village Hall
12.1 Youth Hut update – Cllr AP/Clerk – Invitation to tender had been advertised and interest had been expressed.
Cllr RB requested that future agendas should have Village Hall as a separate item to Youth Hut / Car Park and only be included if required.
13. Newbold Road land
13.1 Planning application update – Cllr AP – There had been delays with planning application; questions had been sent but no further progress.
14. Play areas
14.1 Additional equipment installation update – Cllr AP – Additional equipment had been ordered and location agreed. Discount given for purchase of two items meant there would be enough money left to purchase a bench as well.
Action: Seek costs for bench By: office
Inspection reports were being followed up: Fawns Playtime Ltd had been contacted to provide report on trim trail at Dovehouse playground. Clerk would follow up queries for Mountford playground after return from leave. Damage to equipment at Dovehouse had been reported on Facebook.
Action: Inspect damaged item and rectify, contact manufacturer if necessary By: Handyman
15.1 Handyman report – noted
16. Christmas lights
16.1 Lights performance feedback – Cllr AP- lights were being taken down in phases as installation team could not stay in the area due to pandemic. Supplier was to look at timers as some decorations had remained on during the day. Possibility of extra lamp posts to be added to next year’s display to accommodate new decorations designed by children was discussed. Feedback from public on lights and virtual switch on had been positive.
Action: Contact WCC for costs to add extra lamp post timers / replace faulty ones. By: office
17. Cllr, Clerk and members exchange of information
TD – Drains cleared on left hand side through Walton but right hand drain was completely silted up which caused concern with predicted rainfall.
Action: Contact WCC to request drain clearance By: office

AP – Street Fayre committee had met and proposed to move from June to a community celebration event at Mountford playing field joining with other organisations. Recent High Court judgement had ruled that insurance would cover cancellation if necessary due to pandemic. Possible date identified as 4th September.
