1. Welcome and announcements – Cllr Paige-Stimson had resigned due to personal reasons.

2. Apologies for Absence – Cllr Mrs Patalong

3. Declarations of Interest
Cllr Mrs Prior declared a non-pecuniary interest in matters pertaining to WSCC as a Trustee and a pecuniary interest in the Chairman’s allowance as the recipient

7. Matters arising from the minutes not included in the agenda
7.1 Veteran’s Community Help Service – Phil Deakin (WCC) –The request for WWPC to recruit two employees and manage a volunteer service, advertising, ongoing administration and financial requirements and the payroll/volunteer claims for the life of the scheme was considered too onerous a task for the limited staffing of the Council.
Action: Confirm Council decision to Mr Deakin By: Office

8. Police Matters – An email from the SNT Sgt had confirmed that the Police do not attend PC meetings. The Police & Crime Commissioner had stated at a previous meeting attended by the Chairman that it was his expectation that the SNT should attend PC meetings and he would be attending the next Council meeting on Feb 2nd to address the community issues.

9. Open session for members of the public to raise any matters of relevance to the Parish – none

10. District & County Council matters
10.1 Cllr Kendall – raised concern about the difficulties faced by local authorities due to reduced income and unexpected expenditure. Financial support from SDC’s reserves would be necessary to maintain the usual services but noting that some services may have to cease.
10.2 Cllr Parry – report noted
A new “lateral flow” Covid testing centre in Stratford upon Avon at the Courtyard Theatre would be opened for persons without symptoms to be tested, the site was expected to be operational by 12th January. The financial impact of the pandemic was being reviewed by SDC who warned rising costs were to be expected. Hastings House Medical Centre would commence their vaccination programme this week starting with the at risk groups highlighted by the Government. Cllr Prior said Wellesbourne & Walton Community Cares had been invited to assist with the vaccination programme which required quite extensive training.
The Waste Management Site in Wellesbourne would remain open in lockdown – by appointment only.

The Council objected to this application on the grounds it is not in line with development on the Eastern side of Kineton Road where the housing is linear, which reflects its character and distinctiveness (CS9). This is an example of back land development which would cause harm to the character of the area and could set a precedent for further development of such a nature and this should not be considered acceptable. In 2013, a similar application was refused by SDC as the building “represent(s) a harmful and uncharacteristic back land form of development, not in keeping with the general nature of the surrounding area”. In addition, to build a further dwelling in this garden would be overdevelopment of the site with subsequent unnecessary impact on the neighbouring properties.

The PC have no objection in principle to this application but would ask that SDC pay particular attention to the change to drainage to the Treatment Works over Walton Road and as to how foul waste (sewage) would be removed as the road is unsuitable for heavy tankers to traverse. Alternative methods should be considered to remove the need for HGVs on this narrow and winding rural road and for the safe treatment of foul waste

12.1 Chairman’s Report – noted
12.2 External Audit – Cllrs acknowledged the auditor’s findings, comments and actions required on the Annual Governance and Accounting Report relating to the valuation of the WSCC in the Asset Register, the duplication of a transaction, and insufficient explanation of £2856 unaccounted for under budget heading. The Chairman, Vice-Chairman and Clerk would work with the RFO to rectify these issues. Cllrs felt strongly that the AGAR report should be error free in future years and impressed the importance of accurate financial management reporting for the AGAR completion.
Actions: Meet with the RFO to discuss the findings on the Year End Report and work with him to ensure a clean audit for 2020/2021. By: Chairman/

Mr Isted confirmed that Wellesbourne Wanderers had closed from midnight on Monday 4th January in line with Government instruction

14.2 Additional play equipment for Mountford play area
Recommendation to vire unspent funds of £20,000 held in general reserves from the CF 2019/20 budget to the CF 20/21 budget. (£10,000 t to be spent on the preferred two additional pieces of play equipment for under 5s at the Mountford play area, £1,000 on non-contractual works, £1,000 on Christmas lighting matters, £1,000 on works to land by the Bowls Club, £3,000 on Handyman works and £4,000 on new or refurbished noticeboards) as agreed by the CF Committee

15.1 Final financial position – The support of business advertising was comparable with the last Index run, whilst printing costs were reduced as the map did not require set up. Profit made was approximately £1000 put back into general reserves. Thanks were expressed to the Admin Assistant for her work collating the information for the printer and organising delivery in what were very challenging times.

18. Cllrs & Clerk exchange of information
Cllr Harte – Mrs Biddington had asked if the Foodbank might use the storage at the rear of the Village Hall for food and blanket storage.
The Clerk said Mrs Biddington had previously requested this but was informed neither the WWPC lease nor the Village Hall Management Committee sub-lease permits subletting, free or charged. The Council insurers had confirmed that should WWPC knowingly breach the terms of its lease or permit its tenant VHMC to do so, any arising legal matters from doing so would be uninsured. Other possible options had been previously suggested to Mrs Biddington by the Clerk.
Action: Contact Mrs Biddington and reiterate the previous WWPC response that the lease does not permit subletting By: Office
