The minutes of the Finance Committee of the Council meeting on Tuesday 17th December 2019 at 7.30pm at the

1.Welcome by Chairman

2.Apologies for Absence – Cllr Mann

5.Declarations of Interest
Cllr Mrs Prior declared a non pecuniary interest in matters pertaining to WSCC as a Trustee and a pecuniary interest in matters pertaining to the Chairman’s allowance as the recipient.
Cllr Kendall declared a non pecuniary interest in matters pertaining to WSCC as a Trustee
Cllr Mrs Bolton declared a non pecuniary interest in matters pertaining to the village hall as the Council representative.

6.Confirmation of minutes of the meeting of 12th November 2019 – agreed

7.Matters arising (not indicated as a separate agenda item)
7.1RFO update Cllr AS – A possible candidate had come forward and was to meet with the Clerk early January 2020.

8.Open session for members of the public to raise any matters of relevance to the Parish

9.Internal Audit
9.1Auditor report March – October 2019 – Cllr AP said this audit had been outstanding and asked that the Clerk and RFO were thanked for their hard work. The audit had also commended the Council for their diligence in implementing policies to safeguard the Council.
Action: Thanks to be formally given to the Clerk at Full Council By: Cllr AS

10.Village Hall Management Committee (VHMC) Lease – the new VHMC constitution had been submitted to the Charity
Commission and the new charity number issued. Following their committee meeting, the VHMC anticipate being ready to sign the
lease in January.
Action: Request the lease be updated by the Council solicitor early in January 2020. By: Office

12.Community Events Loan Fund & Associated Risk Assessment
12.1Community Events Grants and associated Risk Assessment – Cllrs reviewed the document
Recommendation to approve the draft Community Events Grant Tors with the first payment to be considered in year 20/21 subject to the minor changes agreed Prop Cllr AS, 2nd Cllr AP carried

13.Grants 2020/21
13.1Finalising of grant allocations submitted for 2020/2021- no amendments were made

14.Budget/Precept 2020/21
14.1Cllr considered all budgets for precept
Recommendation from the finance committee to accept the 2020/2021 precept o £240,000 Prop Cllr AS, 2nd Cllr AP carried

15.Councillor/Clerk exchange of information – nonr
