Minutes for an Extra-ordinary meeting of the Council on Tuesday 16th July 2019 at 6.45pm at the Parish Council Office at 2 School Road, Wellesbourne

The Council object to this application on the grounds it would be overdevelopment of the site and overbearing of the neighbouring property, the bungalow would sit well forward of the existing bungalow, would be portrait rather than landscape in layout to the road and therefore would be out of keeping with the existing street scene where all bungalows are landscape layout to the highway, the drive would be unsuitable as the vision splay would be onto a blind bend and there is insufficient land space for a turning area which would mean reversing into the highway at a blind bend in an area plagued by congestion.

The Council object to this application on the grounds it would be unnecessary removal of healthy trees to replace with less mature trees when the existing mature trees could be pruned and maintained. These trees provide a natural green barrier and soft landscaping to the housing estate built on Long-ground and were protected by the conditions of the original planning application for this development due to removal by the developer of some of this boundary. (SDC Enforcement forced the developer to replant native species to this boundary at the time) The Council outlined the following:
T1 & T7 fell – would agree to this if compromising other trees
T2, T4, T5, T9, T10 – object to felling – these should not be felled but pruned and managed
T3, T6, T8 – crown lift should be carried out

It was noted that the grant to Parenting Project was for the counselling work they carry out not the Sure Start programme.
The legal documents for WSA (licence of alterations and the change of Trustee on the lease) – a letter was to be sent to WSA outlining the charges and asking if they wished to be invoiced or have the amount deducted directly from the grant payment.

10a. Late correspondence – Concerns about the traffic on Ettington Road
A resident had raised concern about the speed and alarming number of accidents, one a fatality, on Ettington Road in the last six weeks and asking what if any, traffic calming measures were being considered.
Councillors said there were other residents raising these issues and agreed to contact Cllr Anne Parry to ask her liaise with the portfolio holder and traffic management. It was agreed that the PC should also contact WCC directly raising the concerns.
Action: Contact Cllr Parry to liaise with WCC and write to WCC Traffic Management directly raising the concerns about speed and dangers to pedestrians. By: Office
