Minutes of the Finance Committee of the Council held on Tuesday 19th March 2019 at the Parish Council Office, 2 School Road, Wellesbourne

2. Approval of Apologies for Absence – Cllrs Kendall, Mann
3. Confirmation of Agenda – yes
4. Identification of any items likely to be resolved to confidential session – None
5. Declarations of Interest
Cllr Mrs Prior declared a non-pecuniary interest in Item 11.1 as a Trustee
Cllr Mrs Bolton declared a non-pecuniary interest in Item 11.1 as a representative on a committee
6. Confirmation of minutes of the meeting of 18th December 2018 – Agreed Prop Cllr Mrs AP, 2nd Cllr Mrs RB, Carried
7. Matters arising (not indicated as a separate agenda item)
7.1 Barclays Bank complaint – dealt with in Extra-ordinary meeting earlier.
8. Open session for members of the public to raise any matters of relevance to the Parish – none
9. Internal Audit
9.1 Internal Audit Report – This cannot be carried out until after Year End, a date is to be arranged with the internal auditor
10. Management Accounts
10.1 Review of accounts ahead of year end – 2018/19 – adjustments to department expenditures were discussed to be amended by RFO.
Items budgeted for to be ordered before Year End – notice board and 3 litter bins
Section 106 money to be paid into Active Saver account to separate it from WWPC general account.
11.1 Review of grant feedback form – WSCC – Cllr AS
WSCC grant feedback form has now been received although the work has not yet been completed but is due to be done soon. The WSCC reported that the works and costs involved were more extensive than anticipated
It was agreed that further copies of the Grant Feedback forms would be sent out with notifications to this year’s successful grant applicants.
It was proposed that the New Council (after the elections in May) should consider any limitations on grants and the parameters to be adopted in future.
12. Asset Register
Councillors were reminded that under the accounting requirements for local councils, items are not depreciated and remain in the asset register at cost. Various missing items were identified where acquired during the past year and the Asset register is to be updated by RFO and circulated. The RFO also agreed that, assets should be added through the year as acquired.
13. Councillor/Clerk exchange of information
RFO stated that he has been appointed as Clerk/RFO to Lighthorne Parish Council
