Minutes of an Extra-ordinary meeting of the Council on Tuesday 16th April 2019 at 7.00pm at the Parish Council Office at 2 School Road, Wellesbourne

7. Open Session for members of the public to raise any matters of relevance to the Parish
Mrs Cook (Church Street) requested a letter to be sent to Walton Estate regarding the untidy area outside Hastings House. Reported that area outside Mountford Playing Field entrance has lots of twigs and debris in the gutters. Reported that Kings Head lights are remaining on until 12.30am. Office to check planning application. Reported the grassy bank by the Co-op bus stop is slippery and needs hard standing to be installed. The kerb is also very high. Contact WCC to investigate. Reported fast moving traffic near this area and asked if the road could be painted white as it is in Charlecote to slow traffic.

12. Cllr and Clerk exchange of information
Cllr AS enquired whether the precept has been received yet, Cllr AP to check
Cllr VB stated the Walton bench is outstanding and will follow it up.
Cllr VB stated that members of the public have queried the length of the Village Hall lease. WWPC is constrained by the terms of their lease and the management committee lease is renewable.
Cllr VB requested a full report of outgoings, membership etc regarding WSCC.
Cllr RB thanked the Councillors for making him welcome during his membership of the Council

13. Date of next meeting – 7th May 2019

Under section 100A of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest, as if members of the public were present during the consideration of such business, there would be disclosure to them of exempt information under paras 1 and 11 and Part 1 Schedule 12A of the said Act, that the public will be excluded
9. Licence for Alterations and Funding Agreement
Licence for Alterations – The changes requested by WWPC were made. The licence would now be sent to WSA. Prop Cllr AP, 2nd Cllr RB, carried – Cllr VB abstained
Funding Arrangements – Cllrs Mrs RB, Mrs AP met with the Council’s solicitor to consider the document alongside the Section 106 document. It was agreed all invoices must be submitted by 30th June 2021 and WSA would be required to comply with all aspects of the documents and the solicitor would be asked to make the amendments before sending to WSA.
