1. Welcome and announcements – Cllr Mann had been given a leave of two months for personal reasons.

8. Open Session for members of the public to raise any matters of relevance to the Parish
Mrs Dane, Newbold Road, asked the District Councillor if members of the public should be invited to East Area Planning meetings where they had made an objection to the application. It was noted that members of the public are not automatically notified, only the ward member and consultees. Mrs Dane said she was disappointed with the outcome of the Willett House planning appeal.
Mr Davis, Oxford Way, asked the District Councillor if he had progressed the enquiry concerning the missing 77K. Cllr Kendall responded that he was still looking into the matter at SDC.

10.3 Changes to Stratford-on-Avon District Supplementary Planning Documents.
Cllrs agreed that the design of shop fronts, large signs and advertising should take account of the surroundings. The percentage of take-away to restaurant facilities was woefully short as the chip shop, bakery and Indian take-away were missed for Wellesbourne.
10.4 Stratford-on-Avon District Council draft Development Requirements Supplementary Planning Document.
The section on parking standards per property was fully supported, it was suggested that parking spaces and garages needed to be wider due to the size of modern vehicles.
10.5 WALC/NALC questionnaire – what would communities like more control over.

Inclusive spaces – it was noted that the community may want a park but if no council owned land was available where would the money come from to do this. Councillors felt this was an ill-constructed question. Nationally, the larger authorities could already devolve responsibilities to the local authorities but there needed to be permanent financial arrangement for this to work.

12. Highways, Environment and Emergency Committee
12.1 Chairman’s update – Cllr R Barritt gave a summary of the actions of the HEE meeting, the Clerk apologised that the report supplied by Cllr RB was not available at the meeting and said it would be forwarded to Cllrs and any member of public wanting it. It was noted this would be uploaded to the Council webpage as soon as possible.

12.2 Correspondence
12.2.1 Lorry drivers in Loxley Road – Removed as dealt with by the HEE Committee.
12.2.2 Weir replacement footbridge – Cllr RB said no further action could be taken as the Council had only been sent half of the paperwork relating to this matter.

13. Community Facilities Committee – Cllr Mrs AP
13.1 Chairman’s update – The inspections of properties under lease by the Council had been carried out and letters had gone to each establishment with the exception of Chedham’s Yard as the report was still awaited.
13.2 Joseph Arch commemoration update – It was noted that the allotment event had been very well attended and Cllrs were saddened to learn the U3A talk had to be cancelled due to a sudden bereavement. The Methodist Hall service had been well attended but the Council were dismayed to hear that the red rose placed at the Chestnut tree had been removed by someone shortly after it was placed.

14. Office & Staffing Committee – Cllr Mrs RB
14.1 Chairman’s update – The office reorganisation second phase was clearance of the basement which may involve several office closures. The Clerk had progressed the Councillor shared drive and asked Cllrs to view the documents uploaded – any difficulties to be notified to the Clerk. There would be a recommendation for the next meeting to review and agree the Retention Policy and a recommendation to Council that the Clerk carry forward 6 days leave unable to be taken due to extenuating circumstances.

15. Annual Parish Meeting – 12th March 2019
15.1 Update – Cllrs to be at the venue no later than 7pm for a 7.30pm start. The Chairman thanked all who helped to deliver the APM booklet to every house in the parish, without this help it would make the task far more difficult.

17. Cllr and Clerk Exchange of Information
Cllr Mrs Bolton – a traffic directional sign had been knocked over just after the Charlecote Road traffic island on the A429.
Cllr Shepherd – said due to the dates for the election the PC meeting may have to be moved to the following Tuesday. The Kings
Head public house had removed the hedgerow in front of the building.
Cllr Mrs Prior – Street Fayre committee had indicated they wished to put the money raised into the Dog Close land in memory of
Polly Oldfield (provision of benches/plants etc).
The Parish Council confirmed a stall would be required at the Street Fayre
A list of those attending the Medical Centre opening on March 16th was requested – to be sent to the Chairman
The notice board provided by the medical centre was deemed unsuitable for dual use so the Chairman would suggest that the
board made and in store for the Council would replace the old broken noticeboard and it would be suggested that the medical
centre move their board into the landscaped area inside the surgery boundary to avoid confusion with the Council boards.
Email to the Chairman from the new Vicar had suggested he was keen to get involved with youth provision and outreach work. It
was suggested that he meet up with the Parenting Group who provided from birth to 25 guidance to those with social needs and
similar.
