WELLESBOURNE & WALTON PARISH COUNCIL
The minutes of the Finance Committee of the Council meeting on Tuesday 9th October 2018 at 7.30pm at the Parish Council office, 2 School Road, Wellesbourne

1. Welcome by Chairman

2. Apologies for Absence – Cllr Mann

3. Confirmation of Agenda and identification of any items likely to be resolved to confidential session – none

4. Declarations of Interest
Cllr Shepherd declared a pecuniary interest in matters pertaining to Barclays Bank as a shareholder and recipient of a Barclays pension.
Cllr Mrs Prior declared a non pecuniary interest in matters pertaining to Item 11. Sec106 WSCC as a Trustee.

5. Confirmation of minutes of the meeting of 17th July 2018 – agreed

6. Matters arising (not indicated as a separate agenda item) – none

7. Open session for members of the public to raise any matters of relevance to the Parish – none

8. NEST/Pension Regulator – Nest pensions were now paid by direct debit requested directly by NEST.
No further correspondence had been received from the Pension Regulator regarding the £400 fine imposed on the Council for late
payment. Following Tribunal, the Judge had dismissed the fine as the Parish Council were able document that all payments had
been made in accord with the schedule.

9. Audit
9.1 External Audit – Annual Governance and Accountability Return (AGAR) The external audit had now concluded.
9.2 Internal Audit – dates awaited from Mr Robinson

10. Management Accounts
10.1 Review of queries raised for year end – 2017/18 – The RFO addressed all queries raised
10.2 Review of accounts for quarter one 2018/19 – Cllrs considered the accounts, it was agreed to remove the % column from the report to simplify the data.

11. Section 106
1.1 Section 106 contracts & monies received to date – all Sec 106 monies had been received and a letter had been sent to Persimmon requesting the takeover of open spaces with a commuted maintenance fund by WWPC (minus SUDs/LEAPs/NEAPs) on the new development.

12. Barclays Bank
12.1 Banking arrangements – There had been no responses from other banks. Cllrs noted that due to a change in the online procedures several payments went out late. This was unacceptable to the Council and it was agreed a complaint should be made.

13.
Recommendation to extend RFO hours to one day per week with immediate effect
ACTION: Clerk/Finance Assistant to work out the new salary allocation Prop Cllr AP, 2nd Cllr AS carried

It was agreed that the RFO would return to Wednesday as his working day

13.1 Grant – it was agreed that WWPC would be able to administrate a grant for sports where no constitution was present.
