The minutes of the Council meeting on Tuesday 6th February 2018 at 7.30 pm at the Methodist Hall in Bridge Street, Wellesbourne. Cllrs are summoned to deal with the following agenda

1. Welcome and announcements

3. Declarations of Interest – Cllr AS non pecuniary interest in matters pertaining to meetings with the Education Dept, as a member of the WCC School Appeals Panel.

6. Confirmation of the minutes of the Council Meetings of the 9th January 2018
Item 9 MP Nadhim Zahawi – add the word an in front of Education Minister, item 12.1 Footpaths point 4 – Lock had been
replaced and point 6 the farmer to be asked to clear the footpath – Accepted with amendments

7. Matters arising (not included in the agenda)
7.1 Stagecoach correspondence meeting arranged for 26th February at 2pm. It was noted that the signs on the bus stops did not clarify which bus service went to the Dovehouse estate although it was accepted that the new timetables did make it clear.
7.2 Website – change to https update – this had now been implemented,

8. Open Session for members of the public to raise any matters of relevance to the Parish
Agents acting on behalf of Friz Hill planning application for a tied cottage addressed the Council explaining the rationale behind
the need for a tied property at the farm. He said they would have approximately 2400 pedigree herd and further information had
been supplied to Cllr Parry which might be useful for the PC to consider when the application came back for consideration.

Object on the grounds that Walton Road is a 60mph into a 30mph road with a known speeding problem at the location of this agricultural building which currently has no access onto the D6326.The proposed parking is inadequate as only for one car with no visitor parking which would potentially spill out onto the already narrow highway and insufficient turning space from the onsite parking to exit the site onto the road safely.

12. Highways, Environment & Emergency committee – Cllr CM
12.1 Chairman’s report – Cllr CM said Rebecca Boulton from the Flood Forum would be organising the first meeting of the Flood Action Group for the last week in February.
12.2 Multi Agency meeting re underpass at Loxley Close – attended by CCTV officer and the Anti-social Behaviour (ASB) officer (SDC) and Cllr AP, it was noted the Police did not attend or give any apologies. It was agreed that there was money for the installation of a new CCTV opposite the entrance to the underpass. The ASB Officer offered very little assistance but stated the PC could install a Mosquito device (child deterrent device) if Bridges section at WCC agreed. The CCTV officer accepted that the lighting in the underpass was substandard and agreed to approach WCC for improvements to be made.
An email from a resident had been sent to the Chairman outlining his personal attempts to clear the rubbish in the area and generally make the underpass more acceptable to use. Cllrs noted thanks to the resident for his community spirit.

13. Community Facilities committee – Cllr AP
13.1 Chairman’s update – Cllrs acknowledged the excellent Christmas lights display and it was noted that additional funding had been sought for the possible extension of the light display. The new play equipment (two spring animal seats – one also for use by less able bodied children) had been installed at the Mountford play area paid for by the Street Fayre committee.
13.2 Bowls Club entrance ground repairs update – It was agreed the groundsmen for the Cricket Club and Parish Council would meet on site to discuss possible and more permanent solutions to the damage caused by vehicles entering the site.
13.3 SEC 106 – Cllrs discussed pre allocated/non allocated Sec 106 and considered how it could be integrated with other bodies.

13.4 Leases for Village Hall and Newbold Road land update – No further update
13.5 Dog Close land update – Due to soil spoil on the land to be taken over by WWPC, Walton Estate would be seeking a written agreement from the contractors (Wildgoose) that the soil would be removed and the land returned to its former status.

14. Office & Staffing Committee – Cllr RB
14.1 Chairman’s update – The committee reviewed quotes from two providers of CLOUD backup and storage and agreed that each company would be asked to give a presentation to the committee of what they can offer the Council. It was noted that all leave allocations would be taken by year end.

17.1 Update – A draft copy of the report was now with the printers and assistance with deliveries was requested.

Cllr Heaton – Noted the rapid pace of the works on the new Medical Centre and offered to take photos of progress

Cllr Kendall – New Ettington Park Residents Association now formed with an Executive Committee.
Cllr Mrs Michael – OSCARS were leading an initiative for a dementia friendly village were holding a training event and were
looking for volunteers.
Clerk – Support was being given to Walton Estate by the Clerk regarding the unexpected removal of the telephone box and the
proposed installation of a new public sewer in Walton following her successful campaign to get Severn Trent to upgrade the
private existing sewers.

AWARD acknowledged………

Cllr AP had been awarded first place (six nominations were received) having been nominated for the SDC Sports
Volunteer Award 2018 for her work on the WSCC leisure centre. Cllr AP said this was a magnificent achievement and
victory for WWPC. Cllr Mrs Prior was congratulated on her award and thanked for her hard work with the WSCC
