Minutes of a meeting of the Community facilities Committee of the Council on Tuesday 19th September 2017 at 7.30pm at the Parish Council Office at 2 School Road, Wellesbourne

1. Welcome – Cllrs Jackson & Mann, and Mr Isted were welcomed by the Chairman

2. Apologies for Absence Cllr Mrs Bolton

3. Confirmation of the order of the Agenda – remove items 11.2 and 15.2 as quotes awaited – agreed

4. Identification of any items that might be resolved for confidential session – item 12 Handyman as staffing issue – agreed

5. Declarations of Interest – none

6. Open Session for members of the public to raise any matters of relevance to the Parish – none

7. Minutes of the meeting on 8th August 2017 – agreed

8. Matters arising
Entrance to Newbold Road field- Cllr Kendall The existing entrance has right of access and any change of use would be part of a planning submission (any pre-planning advice would be chargeable) Maintenance of the visual splays falls to the owner and noted the chicane would not interfere with the access point.

9. Grass cutting
Substandard cutting by SDC – residents asked to report any problem areas Action: keep record of complaint relating to poor cutting and take up matter at end of season with SDC By: Cllr AP

10 Hedge and tree maintenance
10.1 Hedge on Dovehouse communal land


10.2 General vegetation overgrowth on Dovehouse estate – Cllr AP

10.3 Correspondence – Farrington Court request to cut back of the trees on the Dovehouse play area
It was noted that only half of the hedge had been cut. The Council contractor has been asked to return a copy of the contract as they are stating hedge maintenance of certain hedges are not included in the contract

Vegetation on the walkways on the estate had suffered from lack of regular maintenance – WCC to be asked to cut back the overgrowth

Following previous pruning which harmed the trees both visually and physically – Council contractors to be asked to quote for minimal clearance and pruning and hold a site visit in order the instruction be clear prior to any maintenance taking place By Office

Mountford & Dovehouse play equipment repair quote (fitting of balance beams) Deferred to next meeting of the Committee

Boards on Ettington Park and Miller Homes developments Millar Homes are willing to erect boards if the Council purchase what is required Action: budget for boards and obtain quotes By Office/Chairman of Committee

Chairman spoke to Sir Andrew Hamilton and Mr Faulkner requesting they push the Estate Solicitors for the final documents to be released Action: Chairman & Clerk to attend meeting with the Council’s solicitor Monday 25th September 2017

17. Budget – Cllrs reviewed and amended the 2018/19 budget as required noting that play equipment provision and repair costs had risen considerably.

Consideration of a skate board ramp
Open day at WSCC Sept 30th 2017 10am – 5pm – team circuits would be available
Community boxing to deter anti-social behaviour had been advertised 5 Live.
