Minutes of an Extra-ordinary meeting of the Council taking place on Tuesday 19th July 2016 at 7.30pm at the Parish Council Office at 2 School Road, Wellesbourne

- Confirmation of the order of the Agenda – Move Planning item 16/01938/FUL to permit discussion by Cllrs followed by members of the public’s comments – agreed
- Identification of any items that might be resolved for confidential session – none
- Declarations of Interest – Pecuniary interest in planning item 16/02208/TPO as homeowner
- Open Session for members of the public to raise any matters of relevance to the Parish
Residents living above and near to the property relating to planning application 16/01938/FUL raised their concerns about noise, odour and litter pollution associated with restaurant and takeaway facilities, increased traffic and parking displacement in an already congested area, and impact on the street scene with a flue extending out from the property in a conservation area.

The Council objected to this application on the grounds the access/egress is already identified for use by Western Power, and high volume of lorries from a junction less than 100m from a mini roundabout would be dangerous. The opposite side is indicated as an area of restraint and priority habitat for wildlife (inc. River Dene) which is to be protected from possible sources of pollution/contamination which would include dirty water and spilled fuel. (Cllr DK abstained, as the Chairman of the SDC Planning Committee the application would come before him at East Area Planning.)

The Council objected to this application as it would impact on the conservation area, exacerbate parking problems in an already congested area, hours of operation would have a negative impact on residents. Councillors raised concern about the impact on the environment and potential for antisocial behaviour to occur at a licenced premises.

- Councillors considered the recommendation having reviewed and considered the following documentation:
- a) Business Plan amended as agreed at WSCC Committee b) Available funding c) Draft Risk Assessment – Public Works Loans Board (PWLB) d) Draft Risk Assessment Construction of the MUGA.
Councillors discussed details of the possible loan repayment schedules and the possible term of loan.The Clerk reminded Councillors of the powers to provide community and sports facilities for the parish in accordance with the General Power of Competence part of the Localism Act.
Cllr VB asked what the liability for individual Cllrs would be from a PWLB loan, the Clerk confirmed that the liability would be the Council’s not individual Councillors provided the Council had acted within its powers and in accord with legislation.

Cllr DK – the reserved matters had been submitted to SDC Planning for the Medical Centre
Cllr VB – hedges at Walton Road were still awaiting pruning back
Cllr AP – had attended a meeting at HRI at the invitation of Mr Dowsett regarding possible use of their football pitches for Wellesbourne Wanderers. Warwickshire University would look into this matter but said their pavilion was being refurbished so it could be utilised for refreshment service.
An email had been sent by Kate Mier in response to contact regarding a Parish Council representative on the Youth Services Committee. She confirmed there had been no automatic representation by the Council within their Constitution.
