Minutes of an Extra-ordinary meeting of the Council on 26th April Tuesday 2016 at 7.30pm at the Parish Council Office at 2 School Road, Wellesbourne

Cllr Mrs Michael, non pecuniary interest in matters pertaining to the conservation area as living in the area

Cllr Close, non pecuniary interests in matters pertaining to site 6 as living next to and Chedham’s Yard as a Trustee

Cllr Lawley, non pecuniary interests in matters pertaining to Chedham’s Yard as a Trustee

  1. Open Session for members of the public to raise any matters of relevance to the Parish

Mr Sibert, Dovehouse Drive, raised concern regarding correspondence from the Council asking his wife to discourage students of her Art Class parking on the verge by the Dovehouse sports field. He said signs posted on the fence were tatty and asked they be removed. He asked why other areas had not been targeted and produced photographs of parking on verges elsewhere in the village.

Councillors noted the comments, to be referred to the next meeting of the Amenities & Highways Committee.

  1. Draft Neighbourhood Plan

Councillors resumed discussion at Page 42 of the draft Neighbourhood Plan document to completion.

Recommendation to delegate power to the Clerk, over seen by the Chairman of the Council and one other Councillor to check that the Councillors suggested amendments, where agreed necessary, have been included in the draft Neighbourhood Plan and to adopt the Plan as a Council document Prop Cllr AP

It was agreed Cllrs Mrs Michael & Close would assist the Chairman & Clerk to check amendments had been made.

The Council noted the hard work of John Hargis and the Neighbourhood Plan Group in providing a comprehensive and valuable supplement to the planning decision process and agreed to write a letter of gratitude.

  1. Cllr and Clerk exchange of information

Cllr Michael – said she had found the NHD Plan document both interesting and helpful

Cllr Close – said a letter to NHD Plan Group should be sent acknowledging the hard work done, especially by John Hargis who had done a tremendous job of coordinating the group.

Cllr Bartlett asked if a wine and cheese evening could be arranged as a formal thank you social evening.

Cllr Hurdman asked what would happen regarding the parking issues raised earlier in the meeting. It was confirmed the matter would be discussed in the Amenities & Highways Committee meeting.

Cllr Heaton asked if fences were permitted on the Frost Road estate as several had been erected recently.

Cllr Thomas asked what was happening with the parking on the green in Chestnut Square. It was confirmed that residents of the area had been contacted and bollards were to be installed.
