Minutes of the Extra-ordinary meeting of the Council which took place on Tuesday 12th April 2016 at 7.00pm at the Parish Council Office at 2 School Road, Wellesbourne

- Open Session for members of the public to raise any matters of relevance to the Parish Lionel Davies, Oxford Way raised concerns regarding the electrical supply provision to the new Persimmon development off the A429. He also objected to the planting schedule put forward for application 16/00935/FUL. He said the elevation of the new units were close to 40 ft at the eaves and 43 ft at the ridges with no indication on the plans of a planting scheme.

Whilst the Parish Council supported the overall provision of the extra care facility it feels that the landscaping scheme is inadequate and it regrets that more provision is not made for larger areas of bulb planting similar to those found in other areas of the village. It also has concern regarding for the future maintenance of the area and for example foresees problems with placing a deciduous tree next to a water feature.

Cllrs supported this application but requested that the felled trees were replaced with species more suitable for a garden environment.

Cllrs supported the application as it will provide further employment in the area but it objects to the current landscaping scheme. Only 16 trees are proposed for the site but there is space for many more which would break up the contours of the buildings and help as a sound buffer. The Council also requests that significant tree planting should be made along the Loxley Road boundary for the same reasons.

Cllr DC Petition going to government to give Parish Councils the right of appeal against planning decisions. If there is over 10,000 signatures the government would be required to give due regard and if over 100,000 there would be a debate in Parliament
Cllr BH Problems were continuing at GWS regarding parking and spray
Cllr AP Notification had been received that Persimmon were at the stage of pre-planning with SDC regarding the development of 350 homes off the A429 agreed in 2015. The development would be phased with an initial build of 270 homes, 35% of which would be affordable (smaller 2/3 bed). Further consultation would be made with W&WPC.
