The minutes of the Finance Committee of the Council meeting on Monday 19th December 2016 at 7.30pm at the Parish Council office, 2 School Road, Wellesbourne

  1. Declarations of Interest

Cllr Mrs Prior declared a non pecuniary interest in matters pertaining to WSCC as a Director and a pecuniary interest in the Chairman’s allowance as the recipient.

Cllr Mrs Michael declared a non pecuniary interest in matters pertaining to WSCC as a Director.

  1. Confirmation of Agenda and identification of any items likely to be resolved to confidential session – Precept and grant funding discussion and setting Prop: Cllr AP, 2nd Cllr AS carried.
  2. Confirmation of minutes of the meeting of 8th November 2016 – confirmed
  1. Matters arising (not indicated as a separate agenda item) – none

  1. Public Works Loan Board loan application – update Cllrs AS/AP

8.1     Public consultation resultsIt was noted that there had been 245 responses, 177 of which were positive and 68 negative.

8.2     Further information for Dept. Communities & Local Government – The responses would be relayed to DCLG

9       Council budget and expenditure reports – Cllr AS and Finance Officer

9.1     2016/17 Year to date – Budget V actual expenditure review – Cllrs considered and noted the accounts.

  1. Audit

10.1   Internal AuditIt was agreed that an interim audit take place in January and Year End audit in March.

ACTION: Arrangements to me made for Internal Audit to commence in January By: Clerk

10.2   Internal Auditorconsideration of appointment of Internal Auditor – In line with Best Practice it was agreed that other

Auditors be considered

ACTION: Contact WALC and Mr Robinson to request details of suitable Auditors By: Clerk
  1. Grants – moved to confidential session

Under section 100A of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest, as if members of the public were present during the consideration of such business, there would be disclosure to them of exempt information under paras 1 and 11 and Part 1 Schedule 12A of the said Act, that the public will be excluded.

The Council moved into confidential session – The Council reviewed grant applications and reached a decision on grant funding

The Council moved back into public session

  1. Precept considerations for 2017/18

12.1   Agreement of proposed budget and preceptCllrs considered Committee budgets and all other financial budgets.

The Clerk and Responsible Finance Officer (RFO) left the room

Staff salaries were discussed and provisionally agreed for the purpose of setting the precept, these would be finalised and approved by the Office & Staffing Committee prior to the approval of the precept at Full Council.

The Clerk and Responsible Finance Officer (RFO) returned to the room

The Committee agreed the precept to be recommended for 2017/18

12.2   Agreement of resolution to put to full council re Precept amount

Recommendation that the parish precept for 2017/2018 be accepted at £221,700 Prop: Cllr AS, 2nd Cllr BH

 

13      General/Late Correspondence

Copy historic letter from Clerk to Mr Podbury ref Grant funding application for Wellesbourne Sports Association and constituent members (14th March 2016) Mr Podbury

  1. Councillor/Clerk ex-change of information – Cllr BH asked if future meetings could be held at the Wellesbourne Sports and Community Centre.

  1. Grants

11.1   Grant applications 2017/18 – Grants had been considered at a previous meeting of the Finance Committee. Cllrs considered the proposals again but it was noted that Cllrs Mrs Prior and Mrs Michael did not take part in discussion relating to any potential grant for the WSCC.

11.2   Non financial support for Chedham’s yard and Stratford CAB

ACTION: Contact Chedham’s Yard and CAB asking for confirmation they still want use of a PC room By: Clerk

11.3   WSCC Building insurance – Came & Company to visit the site and revalue the building on its current use, and recommend its insurance percentage cost to the Council.
